What about similarly populated cities?
In new street additions, Matanzas and Lechang both built increasingly disconnected streets from 1975 through 1991-2005, then improved, while Sharixon fluctuated in street-construction patterns. For the full network, Matanzas and Lechang both became progressively more disconnected, while Sharixon fluctuated in connectivity.
