What about similarly populated cities?
In new street additions, Poltava built increasingly disconnected streets over time, while Morbi fluctuated in its street-construction patterns and Leping built increasingly disconnected streets from 1975 through 1976-1990, then improved. For the full network, Poltava and Morbi both became progressively more disconnected, while Leping grew more disconnected from 1975 through 1991-2005, then improved. Notably, Poltava had a more sprawly network than Morbi in 1975 but the two have since reversed their relative ranking.
