What about similarly populated cities?
While Rajim and Lynn both built increasingly disconnected streets from 1975 through 1976-1990, then improved, Syzran built increasingly disconnected streets over time in new street additions. For the full network, Syzran and Lynn both became progressively more disconnected, while Rajim grew more disconnected from 1975 through 1991-2005, then improved. Syzran and Rajim have been converging in their street-network character since 1975.
