The SNDi of new construction in Cebu City followed a zig-zag trend with an overall increase, compared to Cebu which followed a zig-zag trend with an overall increase and Philippines which rose steadily. Most recently, Cebu City's incremental SNDi rose from 6.32 to 6.62 between 1991-2005 and 2006-2020. In terms of the aggregate network, Cebu City ranked 2nd out of 2 cities in Cebu and 106th out of 114 in Philippines as of 2020.

In new street additions, Cebu City and Changzhou both fluctuated in its street-construction patterns, while Essen built increasingly disconnected streets over time. For the full network, Cebu City and Essen both became progressively more disconnected, while Changzhou fluctuated in connectivity.
