What about similarly populated cities?
In new street additions, Lichinga built increasingly disconnected streets from 1975 through 1991-2005, then improved, while Naqamte built increasingly disconnected streets over time and Saint-Marc fluctuated in its street-construction patterns. For the full network, Lichinga and Naqamte both became progressively more disconnected, while Saint-Marc fluctuated in connectivity. Notably, Lichinga had a more sprawly network than Naqamte in 1975 but the two have since reversed their relative ranking.
