What about similarly populated cities?
While Xuanwei and Chhatarpur both fluctuated in its street-construction patterns, Zacatecas built increasingly disconnected streets over time in new street additions. For the full network, Zacatecas became progressively more disconnected, while Xuanwei grew more disconnected from 1975 through 1976-1990, then improved and Chhatarpur fluctuated in connectivity. Notably, Zacatecas had a more connected network than Xuanwei in 1975 but the two have since reversed their relative ranking.
