While Fars and Iran both rose steadily, Shiraz's new street additions rose steadily. Most recently, Shiraz's incremental SNDi rose from 4.35 to 4.55 between 1991-2005 and 2006-2020. In terms of the aggregate network, Shiraz ranked 10th out of 11 cities in Fars and 151st out of 169 in Iran as of 2020.

What about similarly populated cities?
In new street additions, Shiraz and Jerusalem both built increasingly disconnected streets over time, while Adelaide built increasingly disconnected streets from 1975 through 1991-2005, then improved. For the full street network, though, all three cities follow the same trend.
