In new street additions, Jember built increasingly disconnected streets from 1975 through 1976-1990, then improved, while Xalapa built increasingly disconnected streets over time and Astrakhan built increasingly disconnected streets from 1975 through 1991-2005, then improved. Looking at the full network, Xalapa and Astrakhan both became progressively more disconnected, while Jember grew more disconnected from 1975 through 1991-2005, then improved.
