What about similarly populated cities?
While Dishna and Kasese both built increasingly disconnected streets over time, Uribia fluctuated in its street-construction patterns in new street additions. Looking at the full network, Dishna and Kasese both became progressively more disconnected, while Uribia grew more disconnected from 1975 through 1976-1990, then improved. Notably, Uribia had a more sprawly network than Kasese in 1975 but the two have since reversed their relative ranking.
