What about similarly populated cities?
In new street additions, Huangyan District fluctuated in its street-construction patterns, while Ardabil built increasingly connected streets from 1975 through 1976-1990, then shifted to more disconnected patterns and Haicheng built increasingly disconnected streets from 1975 through 1991-2005, then improved. For the full network, Huangyan District fluctuated in connectivity, while Ardabil became progressively more connected and Haicheng fluctuated in connectivity. Notably, Huangyan District had a more connected network than Ardabil in 1975 but the two have since reversed their relative ranking.
