What about similarly populated cities?
In new street additions, Sanchahe fluctuated in its street-construction patterns, while Yitong built increasingly disconnected streets from 1975 through 1991-2005, then improved and Kashmore built increasingly disconnected streets over time. Looking at the full network, Yitong and Kashmore both became progressively more disconnected, while Sanchahe fluctuated in connectivity. Sanchahe and Yitong have been growing further apart in their street-network character since 1975.
