What about similarly populated cities?
In new street additions, Wangjiangjing built increasingly disconnected streets over time, while Dezhou built increasingly disconnected streets from 1975 through 1976-1990, then improved and Hamamatsu fluctuated in its street-construction patterns. For the full network, Wangjiangjing and Hamamatsu both became progressively more disconnected, while Dezhou grew more disconnected from 1975 through 1976-1990, then improved. Notably, Wangjiangjing had a more connected network than Dezhou in 1975 but the two have since reversed their relative ranking.
