What about similarly populated cities?
In new street additions, Nan'an fluctuated in its street-construction patterns, while Bryansk built increasingly disconnected streets from 1975 through 1991-2005, then improved and Kalar built increasingly disconnected streets over time. For the full street network, though, all three cities follow the same trend. Notably, Nan'an had a more connected network than Kalar in 1975 but the two have since reversed their relative ranking.
