What about similarly populated cities?
In new street additions, Phnom Penh built increasingly disconnected streets over time, while Lomé fluctuated in its street-construction patterns and Baku built increasingly disconnected streets from 1975 through 1991-2005, then improved. For the full network, Phnom Penh and Baku both became progressively more disconnected, while Lomé fluctuated in connectivity. Phnom Penh and Lomé have been growing further apart in their street-network character since 1975.
