What about similarly populated cities?
In new street additions, Saurimo built increasingly connected streets from 1975 through 1991-2005, then shifted to more disconnected patterns, while Bologna fluctuated in its street-construction patterns and Etah built increasingly disconnected streets from 1975 through 1991-2005, then improved. Looking at the full network, Bologna and Etah both became progressively more disconnected, while Saurimo became progressively more connected. Saurimo and Bologna have been growing further apart in their street-network character since 1975.
